Gavin Clingham, J.D.

Policy

Gavin Clingham assists corporations and not-for-profit organizations such as universities, colleges, municipalities and health care entities in getting their voices heard before the Executive Branch and the United States Congress, with a specific expertise in the area of federal appropriations.

Prior to entering private practice, Mr. Clingham served as Appropriations Associate and Legislative Director for Congressman Alan B. Mollohan (D-WV), Chairman of the Commerce, Justice, Science Appropriations Subcommittee.  In that capacity, Mr. Clingham provided professional advice and guidance on the impact of federal policy changes and directly participated in the Congressional development of annual appropriations for multiple federal agencies.  Mr. Clingham has also developed particular expertise relating to the Department of Housing and Urban Development, the Department of Veterans Affairs, and the National Aeronautics and Space Administration.  During his years on Capitol Hill, Mr. Clingham focused on economic development, transportation, housing, space, technology and tax policy.

Mr. Clingham holds a J.D. from the Boston University School of Law and a B.A. in Political Science from The Catholic University of America.  He is a member of the Bar of the Commonwealth of Massachusetts and sits on the Board of Directors of the National Community Renaissance, a not-for-profit provider of affordable housing.
