Darby O'Donnell, J.D.

Congressional Relations

Darby O’Donnell’s background is rooted in law and public policy, with particular expertise and interest in congressional relations and the legislative process.  While she began her professional career in Los Angeles in a civil defense litigation practice, her more recent experience has included advising two U.S. senators.  Her work in the Senate was focused in the policy areas of health, education, transportation, professional ethics, intellectual property, immigration, commerce, and small business.  While serving as counsel and legislative assistant for current Senator Jerry Moran (R-KS) and legislative counsel for former Senator Kit Bond (R-MO), Darby was also involved directly in the Senate’s annual appropriations process for multiple federal agencies. 

Prior to joining Woodberry Associates in February 2015, Darby was Director of Legislative Affairs in the D.C. office of the Aircraft Owners and Pilots Association (AOPA) where she developed and executed a federal legislative strategy to promote the general aviation (GA) industry and aviation security of private pilots. This endeavor included preparing testimony for AOPA’s leadership in their appearances before Congress, influencing federal agencies such as the Department of Homeland Security (DHS) and Department of Transportation (DOT) through comments to federal rulemaking, and working with Capitol Hill staff and industry colleagues to build one of the largest congressional caucuses - the House General Aviation Caucus. 

Darby is a graduate of Whittier Law School in Orange County, California and The George Washington University.  She is a current member of the State Bar of California and the District of Columbia Bar.

She is a proud Kansas City native and currently lives in Washington, D.C.
